More details – and consequences – are beginning to emerge from a tragic incident in northeast Mecklenburg County over the weekend. 24-year-old Jonathan Ferrell was shot and killed by CMPD Officer Randall Kerrick, who has now been charged with voluntary manslaughter. All Things Considered Host Mark Rumsey spoke with WFAE's Julie Rose about new developments in the story.

Julie, you were at a press conference with Mr. Ferrell's family this morning. What were you able to learn from them about the incident?

US Airways called it "disappointing." House Speaker Thom Tillis called it "incredibly irresponsible" and "unwise."  But Charlotte City Manager Ron Carlee says his decision to install a new director of the Charlotte Airport was "simply business."

Only hours after state lawmakers voted to strip the City of Charlotte of the airport on Thursday afternoon, long-time aviation director, Jerry Orr, lost his control, too.

In the last 25 years, Orr’s name has become synonymous with the success of Charlotte airport. But, last night, City Manager Ron Carlee released a statement saying  he’d accepted Orr’s resignation.

Orr's attorney says he was fired.

Jerry Orr is out as aviation director of Charlotte Douglas International Airport. Whether he was fired or resigned depends on who you talk to.

Orr’s attorney says he was fired.

City Manager Ron Carlee says Orr resigned yesterday in a letter following final passage of legislation that transfers control of the airport from the city to a regional authority.

The legislation names Orr executive director of the Airport Authority, effective immediately. So Orr informed Carlee that his employment with the city was over.

New Charlotte Airport Legislation Coming Today

Jun 4, 2013

A latest version of a bill to transfer control of the Charlotte airport to a regional authority will be unveiled Tuesday afternoon in Raleigh.

State Representative William Brawley says he's advancing the measure after a two-month hiatus because negotiations with the city of Charlotte have stalled. Brawley says lawmakers – and an independent consultant hired by the city  – have concluded a regional authority is the best way to ensure the airport's future success.  But Charlotte city officials are unwilling to accept that, says Brawley.

Both Charlotte and Mecklenburg County are in the process of approving a budget for the next fiscal year. City Manager Ron Carlee will join us in the first part of the show to talk about his first recommended budget for the city and what it will mean for citizens inside the city limits. Then we'll be joined by Interim County Manager Bobbie Shields and Budget director Hyong Yi to discuss how the recommended county budget would impact tax payers throughout Mecklenburg County. How will the services the city/ county provide be affected this fiscal year? How will your pocketbook be affected? Find out, when Charlotte Talks.

At just a few weeks into his tenure as city manager, Ron Carlee has no shortage of city issues to occupy him. There's the airport governance study and his take on the results… and then there's the city budget, which he just presented last week. The streetcar has been making news for some time, but this week, city council made time to discuss its future during their meeting. We'll talk with Ron Carlee about the most important city issues he's dealing with as he hits the ground running, when Charlotte Talks.

New city manager Ron Carlee makes his first big mark on Charlotte Monday night when he presents his 2014 budget and capital investment plan – or CIP - to city council.  But speaking at WFAE's recent public conversation, Carlee made clear this budget won't really be his own.

"I came in on the city council's last (bugdet) workshop, which meant that four days later the budget goes into production," explained Carlee. "So there's not going to be much of my stamp on this CIP – it will be very similar to what has been out there previously."
