Officially, it’s a clarification. But a recent decision by the North Carolina Board of Elections allows state and local candidates to do something those seeking federal office can't, directly coordinate where, when and on what outside groups spend their money on during an election. It's a move which has implications for the governor’s race on down.

During this year’s election season, the biggest prize in North Carolina is the U.S. Senate seat held by first-term Democrat Kay Hagan. Big money is already pouring in from both left and right, and attack ads are already on the air.

Here's a name you'll probably get used to while Governor Pat McCrory is in office: The Foundation for North Carolina. It's a nonprofit but not in the traditional sense. It's a political group with close ties to McCrory that was created after his election.
