The U.S. National Whitewater Center, located on the Catawba River west of Charlotte, has ended its first year of operation. When it opened, officials had projected a budget shortfall of about $400,000. It ended up being about four times that. To explore reasons behind the discrepancy and ways of changing it in year two, WFAE's Scott Graf called the facility's executive director, Jeff Wise.
