Residential construction is back in gear following a deep recession. We’re witnessing a lot of new and in-fill construction, particularly upscale housing but some are worried that affordable housing is missing from the picture in part because of misunderstandings about what it is. And it’s becoming clear that developers haven’t taken advantage of city incentives to build affordable units. We explore the challenge with a developer and officials.
