A bill introduced Monday in the North Carolina Senate would make it easier to bring criminal charges against one of Charlotte’s most notorious neighbors.
That neighbor is Gerard Leeper, but the 44 year old is now best known as the naked neighbor due to his penchant for standing in plain sight without a stitch of clothing on. Residents of a north Charlotte subdivision allege that Leeper has been doing that for the last 10 years.
Although Leeper was, shall we say, fully visible police had trouble charging him with indecent exposure since Leeper was always inside his house when naked, separated from public space by a window or his glass door. Senate Bill 520 would close that loophole, by making it a class 2 misdemeanor to be naked in front of someone else, even in your own home, unless the other person consents.
The bill will be read into the record Monday and then sent to committee for consideration.
