Thirty-three political candidates owe a total of $104,000 in fines for putting campaign signs in illegal spots like traffic medians. The majority of the candidates, including Charlotte Mayor Pat McCrory and Congressman Robin Hayes, owe a few hundred dollars. But Democrat Larry Kissell - who defeated Hayes in a close race - owes $59,000. That's nearly five times the next highest fine of $11,200 issued to Charlotte register of deeds candidate David Granberry. "They can appeal that citation," says Charlotte Code Enforcement Manager Walter Abernethy. "I've heard from a number of candidates that are exploring the possibility to appeal. To appeal you must put a bond down in the amount of the citation." That means Kissell will have to post a $59,000 bond to make the appeal to a city hearing officer. Candidates have 30-days to pay up. The Kissell Campaign was not immediately available for comment Monday night.
