In a healthy democracy, people prod and poke their public officials to get their points across. This is called advocacy and it can take on many different tones - from a gentle nudge to an outright holler. For the most part, Charlotte's citizens have used a forceful whisper to convey their messages. WFAE's Lisa Miller looks at why this may be the case and how it may be changing.
