NC Education Budget Includes Small Raise And Several Policy Changes

North Carolina lawmakers have passed a budget that includes a 1.2 percent pay raise for teachers. It also includes several parts of what Republicans in the Senate call a major reform bill.

The budget includes $27 million for a package of education changes. Among those is an emphasis on reading in early grades. Struggling students will get extra help with reading, but if they aren't reading at grade-level by the end of third grade, they'll be held back.

NC Budget Includes Money For Light Rail, Not For Garden Parkway

North Carolina lawmakers have passed a budget that includes money for light rail from Uptown Charlotte to the University area. But it doesn't set aside any money for the proposed Garden Parkway toll road.
Twenty-five million dollars for the light rail made it into this year's budget. Like last year it was a close call. The House wanted it and the Senate did not.
The Federal Transit Administration has said it's likely the agency will pay for half of the project. But the state has to pitch in a quarter of the line's $1.16 billion cost.

Charlotte Observer: Moody's Cuts Debt Rating Of Bank Of America, 14 Others

Bank of America Corp. was one of 15 large banks downgraded by Moody's Investors Service on Thursday, putting the Charlotte bank's long-term debt rating just two notches above "junk" status.
The bank moved down one notch, the latest in a series of downgrades from the three primary ratings agencies over the last year and a reflection of the bank's volatile earnings and an increasingly uncertain global market.

Eugenics Compensation Absent From State Budget

North Carolina House and Senate leaders have reached an agreement on the budget, and they are ready to present it to lawmakers for a vote. But it includes no compensation for eugenics victims, even though a governor's panel agreed it was long overdue.

One outspoken victim has decided to file a class action lawsuit against the state. More on that in a minute. But first, here are reactions from the House and Senate leaders involved.

The House included a little over $10 million in next year's budget to compensate living eugenics victims at $50,000 a piece.

Foxx Suggests Getting Rid Of 2018 Projects To Reduce Budget

The Charlotte City Council has about a week to come up with an alternative budget. Last week, council unexpectedly voted down an 8 percent property tax increase in a 6-to-5 vote. Mayor Anthony Foxx Wednesday suggested trimming some projects from the budget that aren't scheduled until 2018.

A new police station off Independence, an upgraded intersection in east Charlotte, and improvements along North Tryon to make way for a light rail line are among the projects scheduled for 2018. All together they account for about $124 million.
