At-Large Councilman Anthony Foxx says Charlotte's economy has remained strong in the current economic downturn. But he says, "There are still brighter days to come." Foxx is serving his second term on Charlotte's city council. He acknowledges that in North Carolina, city government is based on a city manager-weak mayor system. "In making that transition you give up some of your legislative ability. But what you get is an opportunity to help the council and help the community make sense of where we are and where we need to go. And that's what I want to do," he says. Foxx is a Democrat. He says he made the decision to run for mayor regardless of whether Charlotte Mayor Pat McCrory is elected governor.
