Opioid-related deaths have soared throughout the U.S. since the early 2000s, and North Carolina is no exception. As heroin overdoses have spiked, so have cases of Hepatitis C. Some state senators want to address that by legalizing a syringe exchange program. It's one example of how lawmakers are getting creative in dealing with the epidemic. We'll explore that and other proposals at the General Assembly.
