City council members met Wednesday night to hear the proposals.&nbsp;</p><p></p><p><span style="line-height: 1.5;">Capital projects are physical things like runways, city parks and desk chairs. The intermodal facility is an “inland port” that allows transfer of shipments between bus, train, and airplane.
